The Directorate of Elementary Education, Assam, has withdrawn the stipulated 14-day joining period for teachers who are currently engaged or deployed in Census duties under the recent intra-district and inter-district mutual transfer orders.
In a notification issued on August 19, 2026, the Directorate said the decision was taken in continuation of the mutual transfer orders issued through the Teacher Transfer Management System (TTMS) on August 10.

According to the notification, teachers who are not engaged in Census duty are required to join their respective new places of posting within the stipulated period prescribed under Point No. 1 of the terms and conditions of their respective transfer orders.
However, the 14-day period prescribed under the same provision has been withdrawn for teachers who are engaged or deployed in Census duties.
The Directorate clarified that all other terms and conditions mentioned in the respective transfer orders will remain unchanged.
The notification was issued by Suranjana Senapati, ACS, Director of Elementary Education, Assam, from the Directorate’s office at Kahilipara, Guwahati.
The order has been circulated to the Commissioner and Secretary of the Government of Assam, Department of School Education, the Mission Director of Samagra Shiksha, Assam, all concerned District Elementary Education Officers, Deputy Inspectors of Schools, Treasury Officers, Block Elementary Education Officers and the heads of the concerned schools for information and necessary action.
The latest notification specifically provides an exemption from the 14-day joining requirement for teachers involved in Census duties, while retaining the existing joining requirement for teachers who are not engaged in such duties.
The Directorate has also stated that the remaining terms and conditions of the transfer orders will continue to apply without any change.
